Not to be confused with Ehud Levi, the former Israeli counter-terror finance official (the plain title Udi Levy redirects there).

Udi Levy is an Israeli technology executive. He co-founded Cobwebs Technologies, an open-source / web intelligence (OSINT) company, and served as its chief executive. Globes and Ctech describe the founders — Levy, Shay Attias and Omri Timianker — as graduates of IDF intelligence or special units.[1][2]

Cobwebs and Meta

In December 2021 Meta suspended accounts linked to Cobwebs among seven "cyber-mercenary" firms. Meta said Cobwebs sold a platform for reconnaissance across the internet including Facebook, Instagram, WhatsApp, Twitter and the dark web, and that customer accounts engaged in social engineering; it identified customers in countries including Bangladesh, Hong Kong, the United States, Mexico and Saudi Arabia, and "frequent targeting of activists, opposition politicians and government officials in Hong Kong and Mexico."[3] Levy told Globes the Meta period was challenging but that the company "proved that we had nothing to hide."[1]

Sale to Spire / PenLink

In July 2023 US private equity firm Spire Capital acquired Cobwebs for an estimated $200–250 million; Cobwebs was joined with PenLink. Levy was quoted as CEO and co-founder on the acquisition announcement.[1][4]
