Toro Risk Solutions (Toro Risk Solutions - Global Limited, Companies House number 09465940) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 2 March 2015, status "Active", nature of business "74909 - Other professional, scientific and technical activities not elsewhere classified", with registered office at 124 City Road, London, England, EC1V 2NX.[1][2] It is a named supplier on Lot 1 and Lot 3 of the CSSF Framework Agreement 2023–27.[3]
Overview
Toro says it "was founded in 2015 by Peter Connolly". It says that after "a career in the military", Connolly was asked to create "the UK's first Red Team penetration testing methodology blending ethical hacking, physical intrusion, and social engineering".[4]
CSSF and other UK government work
Toro is named on Lots 1 and 3 of the 2023–27 CSSF framework.
Controversies and criticism
In February 2021 The Canary, a critical source, discussed documents published by Anonymous about FCO counter-disinformation programmes. It quoted an earlier leak-based analysis stating that, in the FCO's EXPOSE network, "risk management and security [was] almost certainly provided by Toro Risk Solutions". This is a hedged inference, not a documented contract, and no independent corroboration was found.[5]
