Sovereign Global UK (Sovereign Global (UK) Limited, Companies House number 08044838) was named, in documents published by Anonymous, as a supplier on Lot 2 of the Foreign and Commonwealth Office's Conflict, Stability and Security Fund (CSSF) framework. Companies House records it as incorporated on 25 April 2012, status "Dissolved", nature of business "70229 - Management consultancy activities other than financial management", with registered office at Mazars, 30 Old Bailey, London, United Kingdom, EC4M 7AU.[1][2] FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £118,232; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[3]
Overview
Two dissolved companies have been registered as Sovereign Global (UK) Limited. The one most likely to be the CSSF supplier is company 08044838 (2012–2023), whose directors were Jerome Paolini and Bruno Pardigon.[2] A separate company registered in Enfield (05620809), apparently unconnected, used the same name from 2005 to 2011.
CSSF and other UK government work
A 2016 FCO expression-of-interest document for a CSSF "MENA Strategic Comms: Countering DAESH Propaganda" call-off lists Sovereign Global UK among the suppliers on the CSSF Lot 2 framework. The document was published online in 2020 among files that the hacker group Anonymous said came from the FCO. (On the later 2023–27 framework, the names of Lot 2 suppliers were redacted on national-security grounds.)[4] It does not appear in Tussell's 2015 framework list. FCO spending files record a single 2017 payment of £118,232 to "Sovereign Global" (see below).
