SKA International Group is a Dubai-based logistics, fuel-supply and risk-management group that operates in conflict and post-conflict environments. It was a contractor to the UK Foreign and Commonwealth Office (FCO) and, through a later award, to the Conflict, Stability and Security Fund (CSSF). SKA says its headquarters are in Dubai's DMCC Free Zone and that it supports operations in "Somalia and Somaliland, Iraq and Kurdistan, Afghanistan, Yemen, and Ukraine", through three divisions — SKA International (logistics), SKA Energy (fuel) and SKA Risk Management.[1][2] The group's corporate booklet names Mike Douglas as its President and Chief Executive.[1]

In a 2022 industry interview SKA said it "evolved out of opportunities in Iraq", where in 2003 it won a contract to help rehabilitate the country's five main airports, later becoming "the main supplier to the US Defense Logistics Agency" for jet fuel; it then invested in fuel-storage infrastructure at the port of Khor Al Zubair.[3] A separate UK company, SKA International (UK) Limited (Companies House number 11259356), shares the name; the UK government records below use "SKA International" and "SKA International Group".[4] The sole director of SKA International (UK) Limited recorded at Companies House is Vemala Davee Kamalakaran, a Malaysian national, appointed on 16 March 2018; it is not established from the published records whether this UK company, rather than the Dubai group, was the contractor on the UK government work described below.[5]

CSSF and other UK government work

Customs and cargo contract (2022)

In November 2022 the Foreign, Commonwealth and Development Office awarded "SKA International" a £97,183 CSSF contract "For the Provision of Customs and Cargo".[6]

British Embassy Mogadishu support (2014–2017)

Published FCO spending data record 53 payments over £25,000 to "SKA International Group" between 2014 and 2017, totalling about £3,058,747. Many carry references beginning "SKA-SOM-BEM" and are classified as "Catering Services", "Office Support Services", "Fuel Oil Non-Residential" and "Multiple Accounts", consistent with life-support and logistics services to the British presence in Somalia.[7] SKA is not named on the published 2023–27 CSSF Framework Agreement supplier list.[8]

Gaps

  • The exact corporate structure of the SKA International Group (its DMCC and other overseas registrations) has not been obtained from a company register.
  • Whether the 2022 CSSF customs-and-cargo award was let to the Dubai group or to SKA International (UK) Limited is not established from the published notice.
