- 6 Senate vote on the Anti-Ballistic Missile programme.[1] the Senate approved the system by 51 votes to 50, the closest vote on a major national defense program since 1941. Ahead of the vote Richard Perle and Paul Wolfowitz provided material for Senator Henry Jackson. They had been recruited by the Committee to Maintain a Prudent Defence Policy on the recommendation of Albert Wohlstetter.[2]
