Optima Defence & Security Group Limited (Companies House number 06823105) is a United Kingdom defence and security consultancy and a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 18 February 2009, with a registered office at Floor 2, 10 Wellington Place, Leeds, LS1 4AP, nature of business “84220 – Defence activities”, and company status “Liquidation”.[1]
CSSF and UK government work
Contracts Finder records four published CSSF-related awards to Optima with a combined stated value of about £2.57 million. The largest, awarded in September 2019, was “CSSF: Pakistan Change Management in Civilian Counter-Terrorism Justice Institutions” (£2,212,197).[2] The company was also awarded a “Wargaming Exercise Development” contract (£310,770, 2021) and two “Staff Officers’ Awareness Course (SOAC)” contracts (£23,310 each, 2019).[3] Optima is not among the named suppliers on Lots 1 and 3 of the 2023–27 CSSF Framework Agreement; the 37 Lot 2 suppliers (counter-terrorism, countering violent extremism and strategic communications) were “redacted on National Security grounds”.[4]
The Independent Commission for Aid Impact (ICAI) reviewed the CSSF’s aid spending in March 2018, giving it an amber-red score and finding it responsive to National Security Council priorities but with weak results management and limited evidence of value for money.[5]
