Maxwell Stamp (Maxwell Stamp Plc, Companies House number 00637978) was a supplier on the Foreign and Commonwealth Office's Conflict, Stability and Security Fund (CSSF) frameworks of 2015 and 2018. Companies House records it as incorporated on 25 September 1959, status "Dissolved", nature of business "74909 - Other professional, scientific and technical activities not elsewhere classified", with registered office at 2nd Floor 110 Cannon Street, London, EC4N 6EU.[1][2] FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £296,799; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[3]
Overview
A Bournemouth University impact case study for REF2014 describes Maxwell Stamp PLC as "leading international consultants" and credits university economic-modelling research with increasing the firm's profits "to the tune of £12 million to date".[4]
CSSF and other UK government work
A 2016 FCO expression-of-interest document for a CSSF "MENA Strategic Comms: Countering DAESH Propaganda" call-off lists Maxwell Stamp among the suppliers on the CSSF Lot 2 framework. The document was published online in 2020 among files that the hacker group Anonymous said came from the FCO. (On the later 2023–27 framework, the names of Lot 2 suppliers were redacted on national-security grounds.)[5] Tussell's supplier list for the FCO's 2015 CSSF framework, which is based on the official award notice, independently records Maxwell Stamp PLC as a supplier.[6] Tussell also lists Maxwell Stamp PLC among the 103 suppliers on the 2018 CSSF framework re-tender.[7] FCO payments to it of about £296,800 are recorded in 2016–17 (see below).
