ISSEE (Issee Limited, Companies House number 03943026) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 8 March 2000, with status "Active", nature of business "85320 - Technical and vocational secondary education".[1][2] It is not among the named suppliers on Lots 1 and 3 of the CSSF Framework Agreement 2023–27; the 37 Lot 2 suppliers were "redacted on National Security grounds".[3] Contracts Finder lists 2 published CSSF award(s) to the organisation with a combined stated value of £1,265,045.

Overview

ISSEE describes itself as a counter-terrorism, homeland security and explosives consultancy providing training for government, defence, police and commercial clients.[4]

ISSEE (company number 03943026, based in Woking) says it has trained 5,500 students of 32 nationalities. It reports "a long association of working with the UK Ministry of Defence in the training of overseas military organisations" and offers courses "aligned to UK MOD standards" in explosive ordnance disposal, IED disposal, counter-terrorism and humanitarian security.[4]

CSSF/ISF and other UK government work

The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[5] ICAI published a follow-up review in 2019.[6]

Controversies and criticism

In March 2010 Adam Ingram, then an ISSEE director and still an MP, was secretly recorded by undercover reporters in a lobbying sting, offering to develop a network of former government contacts for a fictitious company. He said he could not lobby while an MP and suggested targeting civil servants because "they draw up invitations to tender". He denied acting unethically, The Observer reported.[7]

Key people

Companies House records Adam Ingram (listed as "Rt Hon"), the former Labour armed forces minister, as a director from 27 November 2008 to 12 May 2021.[2]
