GovRisk (International Governance And Risk Limited, Companies House number 07145883) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 4 February 2010, status "Active", nature of business "85600 - Educational support services", with registered office at Unit 4 Ivory Wharf, 4 Elephant Lane, London, England, SE16 4JD.[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £1,719,679; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]
Overview
GovRisk describes itself as "an independent UK-based consultancy" whose clients include "the UK Foreign, Commonwealth and Development Office (FCDO), the European Union, the World Bank, the United Nations, or the American Bar Association". It says it is delivering the anti-money-laundering strand of the FCDO-funded China Business Environment Programme, continuing technical assistance it has given with the People's Bank of China since 2016. It also says it worked as monitoring and learning agent on the cross-government Business Integrity Initiative pilots in Kenya and Mexico.[5]
CSSF and other UK government work
Belize's Channel 5 reported in January 2012 on a GovRisk workshop training Belizean judges to enforce money-laundering legislation. The initiative was "funded by the Foreign Commonwealth Office in the UK while being organized in conjunction with the American Bar Association".[6] In 2017 the British Embassy announced a joint initiative with GovRisk and Honduras's state procurement office (ONCAE), training about 100 people, "including ministers, senior officials and journalists".[7]
