G4S Ordnance Management (G4S Ordnance Management Limited, Companies House number 07068855) is a British subsidiary of the security group G4S that provides mine and battle-area clearance. It is a named supplier on Lot 3 of the Foreign, Commonwealth and Development Office (FCDO) Conflict, Stability and Security Fund (CSSF) Framework Agreement 2023–27.[1][2] Companies House records it as incorporated on 6 November 2009, status "Active", nature of business "80100 - Private security activities", with registered office at 6th Floor, 50 Broadway, London, England, SW1H 0DB.[3] Its accounts for 2024 say that its directors do not intend to use the company for future bids and "intend to cease operations in 2026". The CSSF framework runs to 2027.[4]
History and ownership
The company was incorporated as "G4S Ordnanace Management (Iraq) Limited" (sic). It was renamed G4S Ordnance Management (Iraq) Limited on 19 November 2009, and took its present name on 20 May 2011.[3] In 2010 G4S announced a mine-clearance contract from Lukoil at the West Qurna 2 oilfield in Basra, Iraq, covering technical survey and mine and unexploded-ordnance clearance before drilling.[5]
Its person with significant control is G4S Risk Management Limited (company 01540857), which holds 75–100% of shares and votes.[6] Companies House records that G4S Risk Management Limited was incorporated in 1981 as T.Q. Limited / Fortis Limited. It then became Defence Systems Limited (1981–2002) and ArmorGroup Services Limited (2002–2009), before taking its current name in July 2009.[7] It is therefore the former ArmorGroup operating company, which G4S bought in 2008.[8]
The company's 2024 accounts name G4S Limited as an intermediate parent. They give its ultimate parent as Atlas Ontario LP, "the ultimate parent of the Atlas Ontario LP group ("the Enlarged Group")".[4] Atlas Ontario LP is the holding company of Allied Universal, which bought G4S plc in 2021 with a cash offer of 245p a share. G4S publishes Atlas Ontario LP's financial statements on its own investor pages.[9][10] Since October 2021 the company has granted 16 charges. Recent ones are held by UBS AG, Stamford Branch, as collateral agent; Wilmington Trust, National Association; and Credit Suisse AG, Cayman Islands Branch.[11]
Operations and finances
The 2024 accounts describe the company's principal activity as "the provision of battle area and mine clearance services". It recorded revenue of US$11.838 million, against US$17.817 million in 2023, and an operating loss of US$134,000. The accounts say the fall was "due to the full year impact of contracts ending in Mali (December 2023) and in South Sudan (June 2024)". They state: "due to the completion of operating contracts and a lack of funding from the United Nations the Company will fulfil its current commitments however the Directors are not intending on using the Company for future bids and intend to cease operations in 2026".[4]
CSSF and other UK government work
G4S Ordnance Management is one of the named suppliers on Lot 3 of the 2023–27 CSSF framework, which covers "Defence Training and Advice", "Provision of non-lethal equipment" and "Defence services". The notice valued the lot's share of the framework at £750 million. Its parent group, listed as "G4S (London)", is separately a named Lot 1 supplier.[2] No CSSF call-off contract and no FCO/FCDO payment over £25,000 naming G4S Ordnance Management was found.
Its parent, G4S Risk Management, has been a large recipient of FCO money. Published FCO spending data record about £184 million paid to it between 2013 and 2021, under the names "G4S Risk Management Ltd", "G4S Risk Management Limited" and "G4S Risk Management Ltd formally ArmourGroup Services Ltd". These are payments for all FCO purposes, not only the CSSF.[12]
