Explosive Risk Management (Explosive Risk Management Limited, "ERM", Companies House no. 06798226) is a small British counter-explosive ordnance consultancy. It was incorporated on 22 January 2009 with SIC code 82990 (other business support services).[1] It describes its work as "consultancy and training addressing terrorism, IED countermeasures, and hybrid threats", plus "Physical Security and Stockpile Management, UXO survey, clearance and disposal". It says its staff are drawn "from defence, security and policing backgrounds".[2] In 2019 the Ministry of Defence gave it three CSSF training contracts for the East Africa programme, worth £196,700 in total. ERM was a named supplier on the earlier (2015–) Conflict, Stability and Security Fund (CSSF) framework, but is not named on the published 2023–27 list.[3][4]

Company

The registered office has moved several times. It was at 17 Godfrey Pink Way, Bishops Waltham, Southampton SO32 1PB from June 2011. By early 2018 it was at 14 Talisman Business Centre, Duncan Road, Park Gate, Southampton SO31 7GA, and it returned to Bishops Waltham on 1 April 2018. From 14 January 2019 it was at 1 & 2 The Barn, Oldwick, West Stoke Road, Chichester PO18 9AA, which is the address given in the 2019 contract notices. Since 20 December 2022 it has been at Chandlers Ford.[1][5] The company is a member of the Counter EO UK trade grouping, and says it holds ISO 9001:2015 certification for "security consultancy and the design and delivery of specialist training". It describes its clients as "UK government departments, commercial clients and partner nations".[6]

The accounts for the year to 30 September 2025 (total exemption, unaudited) show net assets of £248,232, cash at bank of £197,046 and an average of two employees (2024: two). The accounts also disclose advances to a director.[1]

CSSF and other UK government work

MoD East Africa CSSF training contracts (2019)

All three contracts were let by the Ministry of Defence (two of the notices are headed "GB-Glasgow") "in Support of East Africa CSSF Programme":

Contract Awarded Period Procedure Value (£)
Provision of Improvised Explosive Device Disposal (IEDD) Training Course 6 June 2019 1–26 July 2019 Not specified 88,100
AMISOM Search Practitioners Course 1 July 2019 5–25 August 2019 Not specified 54,300
Provision of Staff Officers' Awareness Course (SOAC) 1 July 2019 29 July – 2 August 2019 Single tender action (non-OJEU), "transparency only" 54,300
Total 196,700

[5][7][8][9] The IEDD course was published twice on Contracts Finder, with the same value, dates and supplier, so it is counted once here. The single-tender Staff Officers' Awareness Course notice gave an estimated value of £20,000, but the award was £54,300.[9] The AMISOM course was for search practitioners linked to the African Union Mission in Somalia (AMISOM).[8]

FCO/FCDO payments

[10] These payments come from the FCO/FCDO directly and are separate from the 2019 MoD contracts. No contract notices have been found for them. MoD payments under the 2019 contracts would appear in MoD, not FCDO, spending data, which has not been checked.

[1] Simon de Gruchy is described online as the managing director and a former British Army IEDD instructor. This rests on a LinkedIn profile, which also styles him "QGM" (Queen's Gallantry Medal). It needs confirming in the London Gazette before it goes in the page body. He is a candidate for a director page once that is done.

Gaps

  • The search snippet for a 2015 trade-press report (ADS Advance, "Optima and ERM enter strategic partnership") points to an ERM link with Optima Defence & Security Group, but the article now returns 404 and has not been read.
  • The countries and units trained under the 2019 East Africa courses are not stated in the notices.
  • The work behind the FCDO payments for 2016, 2018 and 2023–24 is unknown.
