Ecorys UK (Ecorys Uk Limited, Companies House number 01650169) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 12 July 1982, with status "Active", nature of business "70229 - Management consultancy activities other than financial management".[1][2] It is not among the named suppliers on Lots 1 and 3 of the CSSF Framework Agreement 2023–27; the 37 Lot 2 suppliers were "redacted on National Security grounds".[3] Contracts Finder lists 2 published CSSF award(s) to the organisation with a combined stated value of £8,335,000. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £20,653,458; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]

Overview

Companies House records Ecorys BV of Rotterdam as the person with significant control of Ecorys UK Limited, holding 75% or more of shares and voting rights.[5] The Ecorys group's 2024 annual report lists Ecorys UK Limited as a 100%-owned subsidiary.[6]

CSSF/ISF and other UK government work

In September 2022 the FCDO awarded Ecorys a call-off contract under the CSSF framework for "the Provision of Monitoring, Evaluation and Learning Services for the Eastern Europe and Central Asia Directorate", valued at £7,535,000 and running from 21 September 2022 to 20 September 2025.[7]

Ecorys was also among the suppliers awarded a place on Lot B of the original 2015 CSSF framework agreement.[8]

The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[9] ICAI published a follow-up review in 2019.[10]

Controversies and criticism

Documents that the hacker group Anonymous said came from the FCO, and that UrduPoint reported in 2019, named Ecorys as a member of one of two consortiums that met the FCO's Counter Disinformation and Media Development programme in August 2018 to discuss a proposed £9.8m "EXPOSE Network" project (2018–21). These documents show a consortium bid, not an award. They have not been independently authenticated.[11] The FCO had earlier described the related leak of Institute for Statecraft documents as part of a Russian state campaign "intended to... discredit" counter-disinformation work.[12]
