Dave Jones (timeline)

Dave 'Bob the Builder' Jones, was a undercover with the Special Demonstration Squad and the National Public Order Intelligence Unit. In 2001 he targeted Movement Against Monarchy and the W.O.M.B.L.E.S., while from 2005-2007 he infiltrated environmental groups London Rising Tide and the Camp for Climate Action. The following pages provide an overview of some of the groups he targeted to put the deployment into context, and provide timelines of events he would have possibly partaken in or known of.

London Rising Tide
The international Rising Tide network emerged as a grassroots network of climate change activists in the wake of the November 2000 United Nations Climate Conference of Parties (COP6). An early member was the London Rising Tide group which still exists and has played a leading role in highlighting climate change issues in Britain. It also forged links with a broad cross-section of civil society groups focusing on climate change.[1]
Engaging in multiple actions and campaigns, it has taken a civil disobedience approach, most of its activities focused on education, lawful protest and peaceful disruption of events such as leafleting, banner drops, etc. with a particular emphasis on tackling 'greenwashing'.
Much of its early focus was around COP meetings, and carbon trading schemes. In 2003 and 2004 it targeted BP and other companies involvement in the Baku-Ceyhan oil pipeline.[2][3][4][5][6]. In early 2005, LRT was active in the G8 Climate Action Group, which organised a number of protests around climate change and the G8 Summit that year.
In 2004, LRT had founded the Art Not Oil campaign (which became a stand-alone group, independent of London Rising Tide in 2008,[7]), working closely with groups such as PLATFORM on highlighting the use of corporate sponsorship of the arts by fossil fuel companies.
During the time of Dave Jones' infiltration, this manifested as a focus on the sponsorship of cultural events by fossil fuel companies, particularly oil firms. Thus, an early campaign of Art Not Oil which Jones participated in was a series of protests focused on the Natural History Museum, over its choice of oil conglomerate Shell as sponsor for the Wildlife Photographer of the Year exhibition and award. This campaign eventually forced Shell to withdraw in January 2008.[8][9]
Thus, in the second half of 2005, the group was focusing on the exhibition, though also raising awareness of the Rossport Solidarity Camp, a campaign in the west of Ireland where a local community were struggling hard against an unwanted off-shore oil development by Shell.[10]
By then, the group had settled into a pattern of weekly meetings at the London Action Resource Centre on Fieldgate Street, East London, with a monthly film showing on the last Thursday of each month to welcome new people.[11][12] These meetings were open to all interested, and the group took the approach of welcoming all who came along.[13] In May 2005 it described itself as: [14]
- London Rising Tide takes creative direct action on the root causes of climate change, and promotes socially just, ecological alternatives to fossil fuel madness. We have planning meetings most Thursday nights at LARC.
In the 2005-2007 period, London Rising Tide was one of a number of similar groups based in different cities and regions around the UK, each carrying out their own actions and coming together under national gatherings. A number of these groups had emerged in the wake of the 2006 Drax Climate Camp where emphasis had been placed on forming local networks of campaigners. With London Rising Tide as a leading group in the network and acting as a focal point for campaigning, Jones was well placed to learn what was taking place across the country in terms of climate change activities, particularly where there were other strongly active groups such as Bristol.[13][15]
LRT was also supportive of the Camp for Climate Action, its members taking active roles in the group both at Drax powerstation in 2006[13] and preparing around the Heathrow Climate Camp in 2007.[11] London Rising Tide meetings played a role in assembling and planning for the 'London Neighbourhood' part of Climate Camp in the run up to Drax[16] and Heathrow[17] Climate Camps. It also took part in actions in solidarity with other campaigns protesting against fossil fuel and big oil, including Rossport Solidarity Campaign, where it collaborated on a number of occasions with Rhythms of Resistance Samba Band to blockade Shell garages in London.[18][19]
London Rising Tide members were also active with other climate change and peace movement groups and had previously been involved in anti-arms campaigning, CND and Reclaim the Streets.
Timeline 2005-2007
- London Rising Tide active around European Social Forum in London 14-17 October 2004 & call for European days of action against oil industry.[20]
- 1-3 October 2004: Rising Tide UK Gathering, Nottingham.[21] This was organised in part by Mark Kennedy who had expressed interest in the organisation.
- 14 March 2005: LRT help organise G8 Climate Counter Summit, London. G8 Climate Action Group, TRAPESE and other groups involved.[22]
- 15 March 2005: noise demo at International Roundtable of Energy and Environment Ministers (G8 related).[23] LRT part of the G8 Climate Action Group which organised this protest, and saw two arrests at the meeting's venue at The Brewery, Chiswell Street.[24]
- 14 April 2005: LRT & Greenwash Guerrillas protest at BP AGM, Royal Festival Hall, London.[25]
- 9-18 June 2005: Art Not Oil exhibition at Institute for Autonomy, Gower Street, London.[29]
- 13 June 2005: Art Not Oil exhibition mounted on bikes and taken through London streets to the National Portrait Gallery which was hosting the BP Portrait Award that evening. Significant security was in place as the preivous year, LRT had managed to blockade the Gallery's main entrance for the same awards.[30]
- July 2005: London Rising Tide activists among protestors who travel to Edinburgh and Glasgow to take part in the protests against the G8,[31] in particular the 'Ceildh on the Clyde' protest on climate change and against the M74 extension on 8 July 2005 in Glasgow (coordinated through the Dissent network).[32][33] This was in response to an International Call to Action on Root Causes of Climate Change for that date.[34]
- 5-28 August 2005: Art Not Oil exhibition at Oxford house, Derbyshire Street, London.[35]
- 5-28 October 2005: Art Not Oil exhibition at The Forth, Newcastle-upon-Tyne.[36]
- 9 November 2005: activists from LRT, Rhythms of Resistance, Rossport Solidarity Camp and London Earth First! hang nooses from lamp-posts outside Shell's headquarters to commemorate the 10th anniversary of the execution of Ken Saro-Wiwa and his companions.[37][38][39]
- 17 November 2005: LRT hosts talk by Rossport activists, held at LARC; event also commemorating 10th anniversary of death of Ken Saro-Wiwa.[42]
- 28 November 2005: LRT part of protest against aviation industry conference dinner held at Tower Bridge.[43] Dave Jones appears to have not come to this demonstration, though Mark Kennedy is believed to have been present.
- 3 December 2005: International Day of Climate Action. LRT read out statement at US Embassy, London.[44]
- 15 December 2005 - 16 January 2006: Art Not Oil exhibition at the Bongo Club, Edinburgh.[45]
- 1-28 February 2006: Art Not Oil exhibition in Glasgow, hosted by the Camcorder Guerillas group.[46]
- 19 February 2006: LRT & Rhythms of Resistance blockade Shell petrol station in Islington in support of Rossport campaign in Ireland. Met with signfiicant police presence and several arrests.[47][48][49] The previous day a bicycle critical mass carried out out a similarly aimed shut down of a shell garage in Nottingham - the report of it on Indymedia is given by 'Lumsk', the name used by undercover Mark Kennedy.[50]
- 23 March 2006: LRT as 'Greenwash Guerrillas' protest at British Museum over BP sponsorship of a Michelangelo drawings exhibition.[51][52]
- 3 April 2006: protest at BP sponsored 28th Annual Arts & Business Awards ceremony, Barbican Centre.[53]
- 20 April 2006: protests at BP AGM, ExCel Centre, Docklands, London.[54]
- 5 May 2006: benefit gig for LRT put on by Society of Imaginary Friends at The Dragon Hall, Stukeley Street.[55]
- 26 May 2006: demonstration called to protest at Baku-Ceyhan pipeline launch; takes place at BP head office, St. James Square, London.[58][59]
- 9-10 June 2006: Camp for Climate Action national planning meeting in London, hosted by London Rising Tide at St. Matts, Poplar, East London.[60]
- 10 June 2006: opening of Art Not Oil exhibition at the 491 Gallery, Leytonstone, E11.[60]
- 13 June 2006: LRT brings its Art Not Oil exhbition to the National Portrait Gallery to protest BP sponsorship of the Portrait Award. Significant police and security presence. This was the fourth year in a row for this particular protest.[61]
- 29 June-9 July 2006: Art Not Oil exhbition at The Foundary, London.[62]
- 14 July 2006: International Day of Action for Climate Justice, against climate change and the G8. LRT do banner protest at Tulchan Communications, public relations firm for the Drax Power Station.[63][64] The call-out for day of action comes in part from Rising Tide North America.[65]
- 26 August - 4 September 2006: Drax Climate Camp. LRT activists including Jones[13] involved in preparations in run up to this large event and took part in the week of workshops and protests.[66]
- 12 September 2006: LRT host Climate Camp debrief, film-showing and looking ahead at RampART squatted social centre, East London.[66]
- 3-4 October 2006: Global Days of Action on climate change, called to coincide with the G8+5 climate summit.[67]
- 16 October 2006: 'What Lies Behind Shell's Wild Lie?' public meeting held at LARC, featuring speakers from South Africa, and the Rossport campaign in Ireland.[68][69]
- 4 November 2006: Climate March, London, organised by Campaign Against Climate Change. London Rising Tide participate, with Dave and others from the group dressing up in tiger costumes.[13][70]
- 6 November 2006: London Rising Tide & Plane Stupid occupation of Civil Aviation Authority offices.[71][72]
- 10 November 2006: LRT attend unveiling of PLATFORM Living Memorial to Ken Saro-Wiwa at the Arts Council. This is followed by a protest at the Natural History Museum. In evening, they join with Rhythms of Resistance to blockade a Shell petrol station in Old Street. [73][74]
- 16 December 2006: LRT 'Santas Against Excessive Consumption' protest at Natural History Museum and on Oxford Street.[75][76]
- Throughout 2007, LRT holds monthly protests at Natural History Museum against Shell's sponsorship of the Wildlife Photographer of the Year Exhibition which Jones attends most of.[13]
- 24 January 2007: LRT & Rhythms of Resistance blockade Shell garages in London in support of the Rossport Solidarity Campaign.[77][78]
- 21 February 2007: LRT occupy offices of Carbon Neutral Company in King's Cross, as a protest against carbon offsetting schemes.[79][80][81] [82]
- 3 March 2007: 20 climate change protestors splatter oil over Shell Wildlife Photographer of the Year Exhibition at Natural History Museum.[83][84]
- 17 March 2007: Rising Tide Scotland 'Climate Action Gathering', Edinburgh.[85]
- 8 June 2007: International Day of Action Against Climate Change and the G8. London Rising Tide and the Clown Army carry out a blockade of an Esso petrol station in Fulham.[86][87]) - The UK Rising Tide Network was active in planning and promoting the day of action.[88][89]
- 22 June 2007: LRT protest at Civil Aviation Authority headquarters, Kingsway, London. This action is in support of a call-out for protest by Plane Stupid against short-haul flights.[90]
- 7 July 2007: LRT stall at Alive Earth Festival, Clapham.[91]
- 14-21 August 2007: Heathrow Camp for Climate Action. London Rising Tide participates in organising and events.[11][92] It sparked an upturn in interest in Rising Tide, with multiple new groups forming and taking action in their areas over the next couple of months.[93]
- August 2007: UK Rising Tide Network calls for national day of action against RBS to take place on 15 October.[94]
- 6 September 2007: LRT meeting to discuss future actions and upcoming film night.[95]
- 27 September 2007: LRT 'carbon offset' film night at LARC.[96]
- 4 October 2007: meeting at LARC to discuss RBS day of action.[97]
- 15 October 2007: Royal Bank of Scotland National Day of Action - protests take place across UK targeting RBS over their investments in climate change, including by LRT:[98] [99] [100]
- London RBS HQ: A dozen activists from London Rising Tide held a protest outside the RBS headquarters on Bishopsgate. Despite a heavy police presence, one activist managed to clamber on the glass canopy of the building to unfurl a banner reading ‘RBS: The Oil Bank of Scotland’. On the ground, polar bears held a die-in and others handed out more than 900 leaflets. The climber has now been arrested.
- London roving pranks: ‘This Company is Out of Order’ signs left on 15 RBS and Natwest cash machines in central London. Pranksters do invisible theatre in branches, trying to open accounts, having arguments about RBS’ unethical policies in the queues, and leaving piles of anti-RBS leaflets amongst their corporate propaganda. They then go underground for some ‘Tube Education’, leafleting and talking to Tube passengers.

- 27 October 2007: protest at opening of Shell Wildlife Photographer Exhibition, Natural History Museum.[101]
- 1 November 2007: public meeting on climate change with speakers from LRT, World Development Movement & London Islamic Network for the Environment, to be held at LARC.[102]
- 21 November 2007: LRT disrupts Aviation Emissions Trading Summit at Selfridge's Hotel, central London.[103]
- 15 December 2007: 'Singing Santas' protests in London and Norwich linking consumption to climate change on busy shopping day.[104]
- 26 January 2008: Shell announces they are ceasing their sponsorship of the Wildlife Photographer of the Year exhibition after two years of Rising Tide protests.[105]
Camp for Climate Action (Drax, 2006)
In January 2006, campaigners announced their intention to carry out a Camp for Climate Action, targeting a source of climate change for direct action protest later in the year. It would be announced in June[106] that the target was Drax power station, near Selby in Yorkshire. Over the next half year, they met at montly gatherings around the country to plan for this. In the month beforehand, The Common Place social centre in Leeds was used a logistics base, office and info point.[107]
The camp focused around 'neighbourhoods' which were based on geographical areas, one of which was London, each neighbourhood providing a kitchen as a central focal point for people at the camp.[108] LRT was central to the formation of the London neighbourhood[16] and the group also hosting the June monthly national gathering in Docklands, East London.
To date, Dave is not recalled as having attended the national organising meeting of the Camp for Climate Action in 2006, other than and London one.[109] He did attend the Drax camp (see the main profile).
Food for the camp was purchased centrally[110] and London Rising Tide members, including Dave Jones, were active in the working group for this, along with Veggies of Nottingham. According to London Rising Tide campaigners, Dave Jones visited The Common Place in the run up to the camp and participated in the set up. However, he left the day before the camp opened on 24th August.[13]
The Undercover Policing Inquiry does not list the August 2007 Camp for Climate Action, which took place at Heathrow, as a target of Dave Jones and emails indicated he had exited prior to it. London Rising Tide campaigners also do not recall Dave being present at the Heathrow camp.

2006 Camp for Climate Change meetings
- 9-10 June: St. Matts, Bullivant Street, Poplar, London, E14. Hosted by London Rising Tide.[60] Minutes
- 16 August: call-out made on 16 August for people to converge on The Common Place, ahead of site set up from Monday 21 August.[121]
- 23 August: Camp for Climate Action take site of event on Barlow Common under cover of darkness and begin set up.[122]
- 26 August: the Camp officially opens for a week, lasting until 4th September.
