DAI Global UK (Dai Global Uk Ltd, Companies House number 01858644) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 26 October 1984, with status "Active", nature of business "70229 - Management consultancy activities other than financial management".[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] Contracts Finder lists 4 published CSSF award(s) to the organisation with a combined stated value of £17,737,717. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £171,705,213; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]
Overview
DAI Global UK Ltd is part of the US-headquartered DAI group, which describes itself as employee-owned: "no single employee may own more than 10 percent of the equity".[5]
CSSF/ISF and other UK government work
Under a framework agreement dated 1 September 2025, DAI Global UK Ltd holds Lot 1 ("Global High Value Contracts") of the FCDO's Global Evaluation and Monitoring Framework Agreement 2 (GEMFA 2), and is eligible to tender for ICAI-related contracts.[6] A 2013 ICAI review of DFID's use of contractors listed "DAI Europe" among DFID's largest contractors, with contracts worth £16.5 million.[7]
"DAI Europe" (the former name of the UK business) was among the Lot B suppliers on the 2015 CSSF framework.[8]
The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[9] ICAI published a follow-up review in 2019.[10]
Controversies and criticism
In December 2009 Alan Gross, working for DAI's US parent company to implement the US government's USAID-funded Cuba Program, was arrested and imprisoned by Cuban authorities. The Gross family sued DAI and the US government. DAI announced in May 2013 that it had settled with the family for an undisclosed sum, with neither side admitting fault; the US government did not take part in that settlement.[11]
