Cowater International is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[1] Contracts Finder lists 1 published CSSF award(s) to it with a combined stated value of £329,911. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £37,668,855; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[2]
CSSF/ISF and other UK government work
Cowater says it held a place on the FCDO's CSSF framework from 2019 to 2023, qualified to provide services including "security sector reform", "strategic communication and awareness", "defense training and advice" and "provision of non-lethal equipment".[3] Cowater ("formerly Transtec") also says that from 2017 to 2020 it ran third-party monitoring, worth £329,000, for the CSSF Somalia Stabilisation Programme. This covered community engagement by AMISOM and Somali security forces, including training to prevent the recruitment of children.[4]
