Chloe Squires
Chloe Elise Pemberton Bourke (usually known by her maiden name as Chloe Squires[1]) (Date of birth October 1977, mothers maiden name Pemberton[2]) is a British intelligence officer. From 2021 until the latter half of September 2025 she was director General of the Homeland Security Group in the Home Office. During that period she was responsible for the deceptive propaganda of the Research Information and Communications Unit.
An official biographical notes states that:
- Prior to this appointment, she was Director National Security in the Home Office and led on a range of national security issues including:
- aspects of counter-terrorism
- the domestic response to hostile state activity
- implementation of the UK’s Investigatory Powers Act and associated oversight mechanisms
- the operational relationship with MI5
- the use of national security related immigration and disruption powers[3]

- facilitates the warrantry for the use of policing and investigatory powers and the oversight of operational partners
- coordinates the operational response to a domestic national security incident including by facilitating COBR and authorising military assets during an ongoing terrorist incident
- supports sensitive immigration decisions needed as part of a live incident and on a routine basis
- makes a critical contribution to harnessing cutting-edge capabilities and building UK cyber power by:
- leading efforts to deliver next-generation interception of communications
- providing critical investment in science and technology to anticipate the emerging technologies of the future.[3]
Family and affiliations
Squires was a director of Sunnyside Community Gardens (Company number 04394724, Appointed on 25 September 2017 Resigned on 24 May 2024). Squires father is the Derry born Irish poet Geoffrey T C Squires (born 16 November 1942,[5])
Her father married her mother Mary P Squires (nee Pemberton) in Hampstead in September 1976.[6] From at least 2002 they lived in Hull. Chloe Squires was also registered at the same address on the Electoral Roll in 2002-3 as was her younger brother Rory Sebastian Pemberton Squires (born August 1981) between 2002-3 and 2006.[7]
A Michael James Bernard Bourke (born June 1979) was appointed as a director six days earlier on 19 September 2017.[8] This would appear to be Chloe Squires husband. A Michael James B. Bourke is registered as having been born in Nottingham in September 1979, mother's maiden name Bickford-Smith.[9] His parents were James B Bourke and Ann V Bourke (born June 1937 in Lewisham, mother's maiden name Moore.[10]) and they lived in Nottingham at least between 2002 and 2016.[11] Micheal Bourke was registered at the same address on the Electoral Roll in 2002-3.
