CSSF and other UK government work
A 2016 FCO expression-of-interest document for a CSSF "MENA Strategic Comms: Countering DAESH Propaganda" call-off lists Cardno Emerging Markets (UK) Ltd among the suppliers on the CSSF Lot 2 framework. The document was published online in 2020 among files that the hacker group Anonymous said came from the FCO. (On the later 2023–27 framework, the names of Lot 2 suppliers were redacted on national-security grounds.)[4] Tussell's supplier list for the FCO's 2015 CSSF framework, which is based on the official award notice, independently records Cardno Emerging Markets (UK) Ltd as a supplier.[5] Tussell also lists Cardno Emerging Markets (UK) Ltd among the 103 suppliers on the 2018 CSSF framework re-tender.[6] FCO/FCDO spending files record payments to "Cardno Emerging Markets (UK) Ltd" of about £5.62m between 2020 and 2022 (see below).
