CSDR Consulting (CSDR Consulting LLP) is the consulting entity associated with the Council for Strategic and Defense Research (CSDR), a New Delhi-based think tank, and was a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). CSDR describes itself as "an independent, New Delhi-based think tank providing strategic analysis and policy recommendations to governments, businesses, and institutions", with expertise spanning "foreign policy, geopolitical risk ... defense and aerospace, military strategy ... conflict resolution, peacebuilding" and a focus on "the Indian subcontinent, Eurasia, and the Indo-Pacific".[1] An independent think-tank directory records CSDR as founded in 2020 and based in New Delhi.[2]
CSDR runs India–Pakistan "Track II" dialogues, including "The Chao Track", which it describes as "a Track II initiative fostering India-Pakistan dialogue" that evolved from the post-2008 Chaophraya Dialogue.[3] The think tank was founded by Happymon Jacob, a professor at Jawaharlal Nehru University.[1]
CSSF and other UK government work
In July 2021 the Foreign, Commonwealth and Development Office awarded "CSDR Consulting LLP" a £193,103 CSSF contract, the "CSSF Pakistan Regional Stability Programme".[4] Published FCO spending data record two "Programme Spend" payments to "CSDR Consulting LLP", of £46,986 (October 2021) and £41,205 (June 2022), together about £88,191.[5] CSDR is not named on the published 2023–27 CSSF Framework Agreement supplier list.[6]
Gaps
- The identification of the UK CSSF supplier "CSDR Consulting LLP" with the Council for Strategic and Defense Research rests on the shared name, the LLP's defence focus and its India–Pakistan work; it has not been confirmed against an Indian corporate-registry extract.
- The subject of the "Pakistan Regional Stability Programme" contract and any published outputs have not been located.
