Alinea International (Alinea International Ltd, Companies House number 04481639) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 10 July 2002, with status "Active", nature of business "70229 - Management consultancy activities other than financial management".[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] Contracts Finder lists 4 published CSSF award(s) to the organisation with a combined stated value of £1,587,487. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £5,984,417; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]
Overview
Alinea International describes itself as having hub offices in Canada and the UK; it says it acquired the UK business of NSCE International in 2019.[5]
Alinea says it was founded in 1986 as Agriteam Canada by Robert (Bob) Francis, its president and chief executive. It has offices in Calgary and Gatineau, says it has delivered over 515 projects in more than 65 countries, and lists "peace and security" and "legal and judicial reform" among its sectors. Its vice-president and managing director Charles Duff previously led Palladium International's international development business and the European operations of Coffey International Development, and is chief executive of the UK consultancy NSCE International.[6]
CSSF/ISF and other UK government work
Alinea is a party to FCDO's GEMFA 2 framework from 1 September 2025 to 31 August 2028.[7]
The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[8] ICAI published a follow-up review in 2019.[9]
