Abt Britain (Abt Britain Limited, Companies House number 10633588) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 22 February 2017, status "Active", nature of business "74909 - Other professional, scientific and technical activities not elsewhere classified", with registered office at 1 Chamberlain Square Cs, Birmingham, United Kingdom, B3 3AX.[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £26,535,237; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]

CSSF and other UK government work

In a written parliamentary answer of 14 December 2021 the FCDO stated:

"Abt Associates are a provider to the Ukraine programme funded by the Conflict, Stability and Security Fund (CSSF) and previously the Good Governance Fund (formerly a CSSF programme, now funded by FCDO). The FCDO has held a contract with Abt Associates since May 2020, as part of the Managed Fund Technical Assistance Programme."

[5] A British Expertise International case study says Abt led the Good Governance Fund Technical Assistance Facility – Eastern Partnership (GGF TAF-EP) across Armenia, Georgia, Moldova and Ukraine. It describes support for Ukrainian labour-law reform, small-business policy, an energy strategy to 2050, and "blueprints and the institutional architecture needed to revitalise the economy of regions affected by the ongoing conflict in eastern Ukraine".[6] A separate FCDO contract published on Contracts Finder appoints Abt Britain to the Land Facility Main Decision Support Unit from 22 April 2024 to 30 December 2030. Payments are capped at £4,500,000, with the possibility of a further £3,500,000.[7]
