Voluntary Service Overseas (VSO; Companies House number 00703509, registered charity 313757) is a United Kingdom international-development charity, founded in 1958, and a supplier to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company (now named “VSO”) as incorporated on 18 September 1961, with a registered office at 2 Putney Hill, London, SW15 6AB.[1]

CSSF and UK government work

VSO is a named supplier on Lot 1 of the 2023–27 CSSF Framework Agreement.[2] FCO/FCDO transparency data record payments to VSO of about £44.64 million over 2014–2024; the great majority of this is development and volunteering work rather than CSSF-specific spending.[3]

The Independent Commission for Aid Impact (ICAI) reviewed the CSSF’s aid spending in March 2018, giving it an amber-red score and finding it responsive to National Security Council priorities but with weak results management and limited evidence of value for money.[4]
