Stratagem Consulting (Stratagem Consulting Limited, Companies House number 09672611) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 6 July 2015, status "Active", nature of business "96090 - Other service activities not elsewhere classified", with registered office at 71-75 Shelton Street, Covent Garden, London, United Kingdom, WC2H 9JQ.[1][2] It is a named supplier on Lot 1 and Lot 3 of the CSSF Framework Agreement 2023–27.[3] FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £10,937,102; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]
CSSF and other UK government work
Stratagem Consulting is one of only a few suppliers named on both Lot 1 and Lot 3 of the 2023–27 CSSF framework. Published FCO/FCDO spending data record payments to it every year from 2016 to 2023 (see below), but no programme-level description of its CSSF work was found in official sources during this research. The company's own website could not be retrieved for verification.
