IOD PARC (International Organisation Development Ltd., Companies House number 03613839) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 12 August 1998, status "Active", nature of business "70229 - Management consultancy activities other than financial management", with registered office at Omega Court, 362 Cemetery Road, Sheffield, S11 8FT.[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £3,651,159; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]

Overview

IOD PARC describes itself as an "employee-owned" "specialist consultancy" established in 1998.[5] It carried out the 2024 external evaluation of the multi-donor Aid Fund for Northern Syria.[6]

CSSF and other UK government work

Middle East Eye reported in November 2018 that a British Council-commissioned assessment of the Strengthening Resilience in MENA programme, "written by management consultancy firm IOD Parc", documented the role of the Home Office's Research, Information and Communications Unit (RICU) in counter-extremism campaigns in Tunisia, Morocco and Lebanon. The campaigns used rap music, graffiti, film and social media. MEE said the report described local civil-society groups being used as "buffer organisations" and was removed from the British Council website after MEE saw it. MEE quoted the report as concluding that the British Council and RICU had "succeeded in creating a platform where government and civil society can communicate more effectively". It said the programme was funded by the European Union.[7]
