Palladium International (Palladium International Limited, Companies House number 02394229) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records it as incorporated on 12 June 1989, status "Active", nature of business "74909 - Other professional, scientific and technical activities not elsewhere classified".[1][2] It is a named supplier on Lot 1 and Lot 3 of the CSSF Framework Agreement 2023–27.[3] Contracts Finder lists 1 published CSSF award(s) to it with a combined stated value of £71,020. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £289,828,568; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]

CSSF/ISF and other UK government work

An award notice published on Find a Tender in February 2025 records the FCDO's Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS) contract as awarded to Palladium International, with a value of £330,000,000.[5] A 2016 FCO expression-of-interest document for a CSSF "MENA Strategic Comms: Countering DAESH Propaganda" call-off, published online in 2020 among files that the hacker group Anonymous said came from the FCO, lists Palladium International Ltd among the suppliers on the CSSF Lot 2 framework. The names of Lot 2 suppliers on the 2015 framework are public (Tussell); on the later 2023–27 framework they were redacted on national-security grounds.[6]
