Simon Haselock (born November 1954) is a strategic communications consultant and co-founder and director of Albany Associates International Limited. He has been described as a pioneer in media intervention in post-conflict countries. He previously served for 23 years in the Royal Marines and held senior media-regulation and public-information posts in Bosnia and Herzegovina, Kosovo and Iraq.[1][2]

Career

Haselock joined the Royal Marines in 1973 and served for 23 years, including in Northern Ireland, the Gulf and the Far East. He attended the Royal Naval College, Greenwich. His public-relations experience began in 1992 with the Directorate of Naval PR in the Ministry of Defence, where he assisted in the development of media policy. He received a Mention in Despatches for distinguished service in Northern Ireland (London Gazette, 11 May 1993).[3][4] After the Dayton Peace Accords he became principal spokesman for the NATO troops deployed in Bosnia and Herzegovina.[3]

He was appointed Deputy High Representative for Media Affairs in the Office of the High Representative (OHR) in Bosnia and Herzegovina. In that role he created the organisation for broadcast frequency spectrum management and licensing, initiated the Independent Media Commission, and provided guidance on the public presentation of policy. High Representative Carlos Westendorp cited his achievements in media restructuring.[3][1]

As Temporary Media Commissioner in Kosovo he was responsible for the regulation of print and broadcast media in accordance with international practice and began building the legal and ethical framework for independent media. He subsequently served as Director of Public Information for the United Nations Mission in Kosovo (UNMIK).[1][5]

From 2003 he was Head of the UK Foreign and Commonwealth Office Media Development and Regulatory Advisory Team in Iraq, responsible for establishing the Iraqi National Communications and Media Commission and supporting other media-infrastructure programmes, including training, public broadcasting, commercial broadcasting and journalistic ethics.[1][5] He co-founded Albany Associates International Limited in 2004 and was appointed director on 12 October 2004. He is a person with significant control (ownership of shares and voting rights more than 25% but not more than 50%).[2][6]

He has spoken at OSCE events, including Security Days 2015, and has been listed as an affiliate of the University of Oxford Programme in Comparative Media Law and Policy. A 2025 local report noted that he is a Bath resident who has returned to painting after careers in the Marines and conflict-related communications work in the Balkans, Iraq, Sudan, Afghanistan and Somalia.[7][8]

He is a director of Albany Communication Trust Limited (appointed 18 May 2007) and of Agora Network Ltd (appointed 25 March 2025).[9]
