Sir Philip Thomas is a senior adviser at Permian Global, a former British diplomat and senior adviser at Shell.

Diplomatic service
Thomas was a member of the British Diplomatic Service for 35 years, notably as:
- Counsellor(Politico/Military), Embassy, U.S.A., 1991-1996
- Head of Eastern Department, Foreign and Commonwealth Office, 1996-1998
- Consul-General, Dusseldorf, 1999-2000
- High Commissioner to Nigeria, 2001-2004
- Consul-General, New York, 2004-2007 [1]
Post diplomatic service
In May 2006, the Advisory Committee on Business Appointments approved his request to become a special adviser at Shell International, on the condition that, for six months from his last day in post, he should not revisit the US for business purposes, advise on US issues, or have dealings with companies there. Thomas took up his post in October 2006.[2]
In 2009 he left Shell International and in 2010 took up a role as a special adviser to Permian Global.[3] At [[Permian Global| Permian] he is responsible for, "leading negotiations with governments in a range of countries where Permian Global is developing project assets".[4]
