Controversies and conflicts

  • Statutory inquiry (Russia sanctions): The Charity Commission opened statutory inquiries into Kantor Foundation and Kantor Charitable Foundation on 7 April 2022, after Dr Viatcheslav Kantor was designated under the Russia (Sanctions) (EU Exit) Regulations 2019 on 6 April 2022. Dr Kantor was a director and sole member of Kantor Trustees, the charities' sole corporate trustee. The Commission froze the charities' bank accounts, suspended Kantor Trustees on 23 May 2022 and appointed Interim Managers from Stone King LLP on 31 May 2022. In June 2023 it found neither charity viable and directed that they be wound up; both were removed from the register on 30 May 2025. The inquiry report, published 22 April 2026, found Dr Kantor responsible for misconduct and/or mismanagement. It also states that Dr Kantor was removed as a trustee of World Holocaust Forum Foundation on 30 May 2022, which automatically disqualified him from charity trusteeship.[7]
  • Charity Commission regulatory alert: The register states: "The Charity Commission has published a report on its inquiry into the charity".[5]
  • Removed charity: The charity was removed from the register on 30 May 2025.[5]
  • Filing compliance: The Charity Commission record shows that the annual return/accounts for the year ending 31 December 2024 were received on 20 November 2025, after the due date of 31 October 2025.[4]
  • UK sanctions listing: The UK consolidated sanctions list records Viatcheslav (Moshe) Kantor (born 8 September 1953, Moscow; Russian and Israeli nationality per the list; chairman of the coordinating board of PJSC Acron) under reference RUS1127, with trust-services sanctions imposed additionally on 21 March 2023.[8] The Times of Israel reported that he resigned as president of the European Jewish Congress following the UK designation.[9]
