Steve Morgan of Morgan Allen Moore was brought in mid way through to manage the campaign. He also gave a donation of £5k to Hain via the think tank and ran the campaign from his offices which is in breech of the appc rule:

“Members must keep strictly separate from their duties and activities as political consultants any personal activity or inv­olvement on behalf of a pol­itical party.”

A complaint was made to the APPC by a ‘disgruntled’ employee that “Steve Morgan and Morgan Allen Moore provided undeclared services to Peter Hain's campaign in terms of staff and resources in breach of the rules.” http://www.order-order.com/2008/01/exclusive-email-reveals-another.html

The Appc investigated and “turned up the heat on lobbying firm Morgan Allen Moore by passing a complaint about the agency on to its Professional Practice Panel for the first time in a decade.” http://www.prweek.com/uk/home/article/784202/

MAM then sued the guy - James Davenport - for defamation who then, according to Guido dropped the complaint in August because he couldn’t afford to lose. Richard Moore said of the complainant: ‘He also worked with Conservative central office - he is a Tory out to make mischief.' The APPC complaints procedure was put on hold because of the legal action.
