Yuval Tal is the chief executive of Payoneer, A New York - and Tel-Aviv-based firm that arranges for prepaid debit cards. According to authorities in the United Arab Emirates, his firm provided the MasterCards used by a 27-member hit squad that killed Hamas leader Mahmoud al-Mabhouh in a Dubai hotel on 19 January 2010.[1]
