William L. Clayton was appointed in 1940 as assistant to Nelson Rockefeller at what eventually became the office of the Coordinator of Inter-American Affairs, which worked closely with British Security Coordination.[1] He was also close to the group around Francis Pickens Miller which eventually became the Fight for Freedom Committee.[2]
