Plattner is co-director of the International Forum for Democratic Studies; coeditor of the Journal of Democracy, a quarterly publication that addresses the problems and prospects of democracy around the world; and counselor at the National Endowment for Democracy, where he served as director of program from 1984 to 1989. He was previously a Fellow at the National Humanities Center in Research Triangle Park, North Carolina (1983–84) and Advisor on Economic and Social Affairs at the United States Mission to the United Nations (1981–83).
