Smith is a former policy adviser, international negotiator and ministerial aide at Department of Environment and Department of Transport for 16 years, starting in 1973, including working as a parliamentary secretary to Tory sports and planning minister, Sir Ian McFarlane.[1]
He was then chairman and CEO at Citigate Public Affairs until September 2006, when he became a managing partner at College Hill, now rebranded as Instinctif Partners.[2]
In 2002 he was elected unopposed as chairman of the APPC. On this appointment, Steven Norris, a former Conservative minister and London mayoral candidate who Smith employed at Citigate, said: "Warwick is a shrewd person who knows the Government and PA system inside out. He's also a big company man. He'll add value to the APPC. He's quiet, not flashy. He can read a situation very well and get 99 out of 100 decisions spot on".[1]
In June 1995 he also became director general at British Generic Manufacturers Association, a role he still holds.
