Activities

The Electronic Intifada reports:

When Sima Vaknin-Gil took over as director-general of Israel’s Ministry of Strategic Affairs at the start of 2016, a crucial fact went largely unnoticed. For years, she had been a high-ranking officer with an Israeli spy agency. This means that for the last two years a former intelligence officer has been running Israel’s global war against BDS, the boycott, divestment and sanctions movement.[4]

2016 Israeli American Council Conference

Vaknin-Gil spoke on a panel during the conference where she stated:

"We have three different sub-campaigns: Data gathering, working on activist organisations, money trail. This is something that only a country, with its resources, can do the best. We have FDD. We have others working on this.""[5]

Affiliations

Vaknin-Gil is on the Board of Advisors at the Institute for the Study of Global Antisemitism and Policy [6]

The institute received nearly half a million dollars direct from the Israeli Government in 2018. Although based in New York, USA where groups have to disclose foreign funding, the institute failed to do this claiming that their work was solely academic. [7]

Vaknin-Gil has attended meetings held by ‘Concert Together for Israel’, a private company used by the state of Israel to front its campaign against the BDS movement. [8]

In December 2018, she attended the 3rd Steering committee meeting of the company. The following is what was discussed

  • started working in Europe
  • begin working in coordination with 10+ online pro-Israel groups
  • building a high-tech platform, providing info to pro-Israel groups
  • building a strategy
  • building global tool for media campaigns
  • setting up media centers in Europe

Leaked emails and documents

According to emails from a cache attributed to Benny Gantz that was released in 2025 by the hacking group Handala, which Distributed Denial of Secrets (DDoSecrets) says is "believed to have ties to Iranian intelligence", and published by DDoSecrets. The authenticity of the emails has not been independently verified.[9] An email of 9 May 2016 from Assaf Orion of the Institute for National Security Studies (INSS) said that "a representative of Sima's was embedded in our work" on an INSS assessment of BDS. It also said Vaknin-Gil had made clear to Gilad Erdan "that the government will not give direction on content in projects it funds, such as the IDC media rooms" (translated from Hebrew).[10] In a further email of 1 June 2016, Orion said she intended Tzahi Gavrieli, "her future deputy", to lead the "virtual network infrastructure of the Blues" (the pro-Israel network) (translated from Hebrew).[11] Jack Poulson first reported that this email described her plan as "Aman for the poor" and her choice of Sagi Balasha to run the government company, adding "Milstein will be happy".[12]

At a meeting with Erdan and INSS on 14 June 2016, according to the minutes, Vaknin-Gil said that "a robust civilian intelligence organisation must be set up to support the campaign". She also said the planned public-benefit company was aiming for NIS 40 million from government and NIS 40 million from donors, and that "a better term than 'partnerships'" was needed because in government the word was associated with contracts or with competition with the Foreign Ministry (translated from Hebrew).[13]

Leaked Israeli Ministry of Justice documents, published by Distributed Denial of Secrets in 2024 and not independently verified, record that Vaknin-Gil attended a meeting chaired by Deputy Attorney General Dina Zilber on 6 August 2018 on the US activity of Kela Shlomo in light of the Foreign Agents Registration Act.[14][15]

Ministry of Strategic Affairs

Vaknin-Gil, a former chief military censor, became director-general of the Ministry of Strategic Affairs and Public Diplomacy at the end of 2015, when it had three employees; by late 2017 the staff had grown roughly tenfold.[16] She told the Knesset that "one of the things that most characterises our work is a No Logo policy", and that the "logic of the campaign, which is also a logic approved by the Prime Minister, is that we run it in ambiguity" (translated from Hebrew).[16] Asked by the Knesset transparency committee in August 2016 what winning meant, she said it meant that the "narrative in the world won't be that Israel equals apartheid".[17]

According to minutes of a 14 June 2016 meeting with minister Gilad Erdan and the Institute for National Security Studies, found in a leak of Benny Gantz's emails whose authenticity has not been independently verified, she said the planned public-benefit company was aiming at "NIS 40m government + 40m from donors", and that "a robust civilian intelligence organisation must be set up to support the campaign" (translated from Hebrew).[18] Under the 2018 contract with Kela Shlomo (later Concert), as described in the state's response to a High Court petition, decisions rested with her and the company's chair until the first donor arrived.[19] At a 2019 gathering she said that "Denmark, Norway, Sweden, Holland, and other states that we will not reveal yet, are, in fact, canceling their allocations, budgets, grants to BDS organizations … No money? No activity."[20]

Later activity

The Guardian described her in 2024 as a former "liaison to Concert in the Israeli government" who had become managing director of the Institute for the Study of Global Antisemitism and Policy (ISGAP) and was a board member of the Combat Antisemitism Movement.[21]

The Lobby – USA

Vaknin-Gil appears in The Lobby – USA, an undercover Al Jazeera documentary filmed in 2016 that was never broadcast; The Electronic Intifada published all four episodes in 2018.[22] At the Israeli American Council's annual conference, shown in the film, she said the government had "the budget" and could "bring things to the table that are quite different".[23] In another clip she says: "We have three different sub-campaigns which are very, very sensitive, regarding data gathering, information analysis, working on activist organization, money trail. This is something that only a country with its resources can do the best."[24] A shorter cut of the clip in episode three ends: "We have FDD, we have others working on this", naming the Foundation for Defense of Democracies.[24][23]
