It was created as a means of bringing together Conflict, Stability and Security Fund (CSSF) work overseas with key domestic programmes like the National Cyber Programme (NCP) and the Economic Deterrence Initiative (EDI).[1]


Ministerial accountability to Parliament for the ISF lies with the Cabinet Office. The ISF’s Senior Responsible Owner (SRO) is the Deputy National Security Adviser for International Affairs. Oversight and management of the ISF is provided by the Integrated Security Fund Unit (ISFU) within the National Security Secretariat of the Cabinet Office.[1]

It is overseen by the Joint Funds Unit.
