New Horizons was set up by Dilwar Hussain in 2013 and has had a covert relationship with Breakthrough Media and its client RICU. RICU is the propaganda unit of the OSCT in the Home Office which is one of the ‘seven Agencies and Departments which form the UK Intelligence Community’.[1] As a result NHiBI is an asset of British intelligence.
