David Owen is a crossbench member of the House of Lords. He was Foreign secretary 1977-79 and leader of the Social Democratic Party from 1983 to 1987 and from 1988 to 1990.[1]

Parliament

He was the MP for Plymouth, Sutton from 1966 ti0 1974 and Plymouth, Devonport from 1974 to 1992.[1]
