Vivien Helen Stern, Baroness Stern (born September 1941) is a British penal-reform campaigner. She sat in the House of Lords as a crossbench life peer from 13 July 1999 until she retired under the House of Lords Reform Act 2014 on 2 December 2025.[1] Companies House records her as a director of Penal Reform International, a CSSF contractor, from 5 February 2001 to 3 December 2006.[2]

Career

A 2014 British Embassy Dushanbe announcement of her official visit to Tajikistan said she "served as a Secretary General of Penal Reform International from 1989 until 2006". It said she had made several visits to Tajikistan to work with its government on prison reform and chaired the All Party Parliamentary Group on Tajikistan.[3] King's College London lists her as a senior research fellow at the International Centre for Prison Studies.[4] In the Lords she sat on the Joint Committee on Human Rights (2004–08) and the European Union Committee (1999–2003).[5]
