Theresa Bubbear
Theresa Bernice Bubbear (born 1962) is a retired British diplomat who served as British Ambassador to Finland from 2021 to 2024 and British Ambassador to Estonia from 2016 to 2021.[1] She held various roles in the Foreign, Commonwealth & Development Office (FCDO) over a 39-year career, including positions in human resources, crisis management, and information departments.[2]
Early life and family
Theresa Bubbear was born in 1962.[3] No further details about her early life or family are publicly available.
Education
Bubbear attended Blackheath High School, part of the Girls' Day School Trust.[4] She graduated from university in 1985, though the specific institution and degree are not specified in available sources.[5]
Career
Bubbear joined the Foreign and Commonwealth Office (FCO, now FCDO) in September 1985 as a Desk Officer for the Organisation for Economic Co-operation and Development (OECD) in the Economic Relations Department.[6] Her early postings included Third Secretary in Moscow (1987–1989) and Vice Consul in Johannesburg (1990–1993).[7] From 1993 to 1995, she served as a Background brief writer in the FCO's Information Department.[8] After language training in Finnish (1995–1996), she was Second Secretary in Helsinki (1996–2000).[9] Subsequent roles included Head of Crisis Management Team in the Counter Terrorism Policy Department (2000–2002), Head of Policy & Projects in Human Resources Directorate (2002–2004), Guidance Editor in Internal Communications Team (2004–2007), Migration Officer in Pretoria (2007–2008), and Deputy Head of HR Operations (2008–2010).[10] Following Hungarian language training (2011–2012), she served as Deputy Head of Mission in Budapest (2012–2015) and Chargé d’Affaires there (2015–2016).[11] After Estonian language training (2016), she became Ambassador to Estonia (2016–2021) and then to Finland (2021–2024), retiring after 39 years of service.[12][13]
