Peter England
Peter England or P.T.E. England was an official of the Northern Ireland Office in the 1970s. In 1988, Ken Livingstone used parliamentary privilege to accuse him of involvement in the Kincora scandal in a question to Prime Minister Margaret Thatcher.[1]
