Collective GenTruth is an Israeli public-benefit company that the Ministry of Diaspora Affairs chose in 2026 as its partner in a joint venture to combat antisemitism abroad. The ministry first approved a budget of NIS 142 million over two years, then cut it to NIS 60 million.[1][2] The company was registered on 28 May 2026. Shomrim reported that it had no track record, and that its sole director was a ministry adviser.[3]
Joint venture with the Ministry of Diaspora Affairs
The Ministry of Diaspora Affairs published notice 4000619958 on 22 July 2026. It announced a joint venture with Collective GenTruth (company number 517350898) worth NIS 142,000,000 for 1 October 2026 to 30 September 2028. The ministry chose the partner without a tender, using the joint-venture exemption in regulation 3(30) of Israel's tenders regulations.[1] According to the tenders committee protocol attached to the notice, the money had two parts:
- NIS 100 million for work against antisemitism, of which the ministry would pay up to NIS 50 million;
- NIS 42 million to continue an earlier joint project with the Maccabi World Union.
The protocol also said:
- the state would own the content and products;
- the ministry would have "full professional involvement" in the venture;
- the money would come from budget item 04.52.03.14.[1]
A second notice, 4000622183, was published on 23 September 2026. It reduced the venture to NIS 60,000,000 for 1 December 2026 to 30 November 2028. The ministry's share was to be no more than half, and capped at NIS 30 million.[2]
Company
Shomrim reported that the company was registered on 28 May 2026 and that its founding meeting had not yet been held. Its sole director is the attorney Avraham Weber, who according to his own public biography has advised the ministry on antisemitism since 2023. Shomrim described the venture as the ministry's third attempt in as many years to set up such a partnership. A senior fundraising source quoted by Shomrim doubted that the company could raise its 50 per cent matching share. Weber, the ministry's director general Avi Cohen-Scali and Minister Amichai Chikli did not answer Shomrim's questions.[3]
