Terrorism think tanks are defined here as those research bodies that are based outside univeristy or higer eduation establishments such as the RAND Corporation, the Jamestown Foundation or the Middle East Forum. This is to distinguish them in principle from university based terrorism research institutes, which exist in the public realm of higher education. There are obviously some organisations where this distinction is less than clear as in the case of think tanks that were formerly associated with particular universities such as CSIS (with Georgetown University in Washington DC) and FPRI (with the University of Pennsylvania in Philadelphia), but which are now independent of them. The distinction we make here is that the organisation is a university institute if it is fully integrated into the university structure, something which was never the case with either the CSIS or FPRI which we define as think tanks.
