I wonder if the material at the end is stronger than the stuff in the middle on WFD activity around the world - I didn't do this bit and i don't think it picks out enough of the covert nature of WFD activities - editorial decision someone?

looks to me like the stuff on the covert activities is already at the top and the worldwide stuff below it. I think that is fine r am I missing something?
