March

  • 1 - Eugene Rostow warns Senate Budget Committee that US security position will erode without a substantial increase in the Defense budget.[1]

May

July

  • 25 - Rostow tells Hartford conference on United States Security and the Soviet Challenge that "the Soviet Union is engaged in a policy of imperial expansion all over the world".[3]

August

October

  • 5 - A report by the Committee on the Present Danger, Is America becoming Number 2? Current Trends in the U.S. Soviet Military balance, charges that "the Unites States will become vulnerable to a Soviet pre-emptive attack without further improvements in US weapons."[2]
