According to an SAIC press release:

Simon has more than 26 years of military experience and over ten years of senior level Information Operations (IO) experience, most recently performing duties as the senior officer on the Army staff responsible for Information Operations and senior advisor to the deputy chief of staff for Operations for the United States Army. In this role, Simon was responsible for establishing the Army's IO strategy and policy portfolio, as well as oversight of its execution.
Previously, Simon served as chief, Information Operations, Multi-National Forces – Iraq from 2004 to 2005, and chief, Information Operations, Combined Forces Land Component Commander, Kuwait and Iraq in 2003...
Previously in his career, Simon led a number of high-visibility programs in information operations, strategic communications, information technology, space operations, air defense operations, and support to homeland security.[1]
