Jeff is a Research Associate for Defense Policy at the Council on Foreign Relations. Previously, he was a consultant for the World Bank designing anti-corruption legislation, and a research analyst at the Olin Center for Strategic Studies studying security sector reform in post-conflict reconstruction. He graduated from Harvard University in 2005.[1]
