Colleen Graffy is the Deputy Assistant Secretary for Public Diplomacy, U.S. State Department [1].

Controversy

Graffy made the controversial remarks about Guantanamo Bay inmates who had committed suicide: “Killing themselves was unnecessary. But it certainly is a good PR move”[2].
