Terrorism research institute are defined here as thos research bodies that are based inside univeristy or higer eduation establishments.  This is to distinguich them in principle from [ terrorism think tanks], which exist in the private realm.  There are obviously some organisations where this distinction is less than clear as in the case of institutes that were formerly associated with particular universities such as [[CSIS]] (with [[Georgetown University]] in Washington DC) and [[FPRI]] (with the [[University of Pennsylvania]] in Philadelphia]]), but which are now independent of them. The distinction we make here is that the organisation is a university institute if it is fully integrated into the university structure, something which was never the case with either the [[CSIS]] or [[FPRI]].

We refer to these latter institutes as research institutes in the sense that they used to be associated with a university, even if they were not necessarily fully integrated into the university bureaucracy.
