Andrew Bearpark
Andrew Bearpark is the founder and director of the British Association of Private Security Companies (BAPSC),[1] which says it "works to promote the interests and regulate the activities of UK based firms that provide armed defensive security services in countries outside the UK"[2] and aims to "raise standards of operation and advocate self regulation".[3]. He is also a founder and director of Post Conflict People which claims to be "an independant association committed to reviving societies suffering from recent or on-going conflicts" and offers the "respectability of an international, indepedant NGO alloyed with the capacity-to-deliver of the private sector" [4].
From 2000 to 2003, Bearpark served as Deputy Special Representative of the Secretary General (DSRSG) in charge of the EU Pillar of the United Nations Mission in Kosovo (UNMIK) and was responsible for overseeing the province's reconstruction and economic development.[5]
From 1998 to until his appointment in Kosovo, Bearpark was based in Sarajevo, where he served as deputy high representative in the office of the high representative (OHR) and was responsible for the Reconstruction and Return Task Force, a grouping of international organisations facilitating minority return in Bosnia Herzegovina.[6]
Prior to taking up his position with BAPSC, he was director of operations and infrastructure for the Coalition Occupation Authority in Iraq following the 2003 US invasion.[7] Here, he was "a top aide to L. Paul Bremer III ... who oversaw the reconstruction effort in Kosovo".[8]
From 1991 to 1995 he was press secretary to Baroness Chalker of Wallasey.[9]
From 1986 to 1989 he served as private secretary to Prime Minister Margaret Thatcher, responsible first for home affairs and later for parliamentary affairs. He later served as chief of staff to Thatcher after she left office.[10]
