Background
Every Child Matters: Change for Children has five aims for children and young people from birth to 19 years old. These are to be healthy; stay safe; enjoy and achieve; make a positive contribution; achieve economic well-being.[1]
History
Every Child Matters: Change for Children was published in November 2004, following the debates and consultation provoked by the 2003 green paper, 'Every Child Matters' and the passing of the Children Act 2004.[2]
