From a Henry Jackson Society event profile[1]:

Dr Ahmet Davutoglu is the Chief Foreign Policy Advisor to the Turkish Prime Minister, Recep Tayyip Erdogan. Dr Davutoglu holds a PhD in Political Science and International Relations from the Bogazici University and has chaired the Department of International Relations at Beykent University in Istanbul. He is widely considered to be Turkey’s finest mind on international affairs, and has been credited as the main driving force behind the more assertive Turkish foreign policy that has been the hallmark of Mr Erdogan’s government. He is rarely seen away from the side of Ali Babacan, the Turkish Foreign Minister, and was one of only a handful to Turks to accompany Prime Minister Erdogan on his trip to meet US President George Bush in November 2007.
